Who is Ketotchi the Secret Character?

Ketotchi used to be the name that peopled called the American Gen1/P1 secret character. It is a Japanese name that means 'foreigner' in a derogatory sense. The name has been changed and is now called Gaijintchi, as it means just plain 'foreigner'. Then, of course later on, people began to call it Bill, do to its likeness to a certain American President.
